ENVIRONMENTAL REVIEW

California Engineering Company, Inc. staff is proficient in the CEQA and NEPA compliance requirements. They understand the wide range of issues and are prepared to meet the needs of projects, including the preparation of negative declarations (findings of no significant impact under NEPA). C.E.C. undertakes the analysis, including consultation with other local, state, and federal agencies possessing relevant information; ensures compliance with historic preservation and other federal overlay regulations; and files the necessary documents with local, state and federal agencies.

PROGRAM DESIGN AND DEVELOPMENT

C.E.C. staff has been instrumental in the development of programs for housing rehabilitation, first-time homebuyer assistance, affordable housing development, 20% set-aside Redevelopment Programs and other related activities. Additional services we provide are the preparation of program guidelines, analysis of development pro-forma and business financial reports, the preparation of sample ordinances, analysis of zoning and other regulatory constraints, and the development of underwriting standards and loan processing procedures. Our staff works directly with each agency utilizing the goals developed through the planning process or assisting in developing the goals to meet the unique needs of the client. Additionally, C.E.C. can provide analysis of infrastructure in the community/district to ensure current and future development needs are met.

PLANNING GRANTS & COMMUNITY STUDIES

Planning and Technical Assistance Grants are the foundation to many projects throughout the State. This funding source is key; missing these opportunities can fiscally impact any agency. C.E.C. has assisted many clients in securing Planning Technical Assistance grants to perform community surveys, planning studies, and preliminary engineering/design. Planning Technical Assistance grants are provided by the State of California under the Small Cities Community Development Block Grant Program, USDA, and other agencies. The type of activities vary depending on the clients needs, but generally include housing condition surveys, household surveys, preparation of affordable housing strategies, public facility needs studies, evaluation of vacant land and suitability, preparation of a portion of a city or county housing element which addresses affordable housing needs, needs assessments, community facility assessments and much more. C.E.C. staff has successfully prepared each type of study listed for various agencies.
