David Swartz, PE, PLS
Founder and Principal

Mr. Swartz has 30 years of municipal engineering experience; the last 23 years with CEC.  His experience includes being a consulting member of municipal staff, as consulting city engineer, and performing engineering services for individual projects and private sector clients.  This experience has given Mr. Swartz the capacity to understand what our municipal and private clients need and are concerned with. 

He has designed and construction managed a variety of public works projects and private infrastructure  projects. These include projects such as wastewater treatment plants, roadways, lift stations, subdivisions, municipal wells, and master plans. 

As CEC’s, Chief Executive Officer, he is responsible for the operation of the business as well as making sure all clients are satisfied.  Mr. Swartz is ultimately responsible for quality assurance and quality control for all projects, negotiating and signing all contracts, along with coaching staff as necessary to fulfill their careers and ambitions. 

Mr. Swartz  has a Bachelors Degree in Engineering from California Polytechnic State University, San Luis Obispo.  He is a Licensed Civil Engineer, Licensed Land Surveyor, Certified Storm Water Designer, and Certified Storm Water Inspector.

Mr. Swartz is very dedicated to his community. He currently serves as Board Chairman for the Yuba Sutter Fellowship of Christian Athletes. He is a member of the Humboldt Wild Non-Profit Foundation. Has coached Little League Baseball, Little League Softball, High School Baseball, and Girls Basketball. He was previously a member of Yuba Sutter Rotary and Yuba Sutter Air Show Board.
